<p>Author&#8217;s program note. In 1965, an obscure meat company called Oscar Mayer needed something to boost sales, which were going nowhere fast. The owner wanted results and he needed them yesterday. A jingle would help&#8230; but these guys were music schleppers&#8230; Tin Pan Alley they weren&#8217;t.</p>
<p>But they kept at it and in the best American tradition they inched towards their goal&#8230; until, bingo, they created one of the best-known ditties ever penned; pure advertising gold, worth untold millions to the company.</p>
<p>It was short! It was sweet! It was insistent!</p>
<p>And once you got it in your brain, you couldn&#8217;t get it out.</p>
<p>&#8220;Oh, I wish I was an Oscar Mayer weiner. That is what I&#8217;d truly like to be. For it I was an Oscar Mayer weiner. Everyone would be in love with me.&#8221;</p>

<p>Very bright man, very stupid things.</p>
<p>Seven-term U.S. Representative Anthony Weiner (D-NY) will be, by day&#8217;s end (June 8, 2011) ex-Representative. Members of his own party are already publicly nudging him to go &#8212; and go fast. He and his self-created plight are, like the Oscar Mayer jinigle, on everyone&#8217;s lips, the source of a million jokes, all vulgar, all off-color, and funny.</p>
<p>The Democrats are writhing&#8230; while the Republicans get to sit-back and enjoy the show, having absolutely no desire to cut it short. It&#8217;s just toooo good!</p>
<p>Now that the news crews of the world are focusing on Weiner, the news &#8212; all of it bad for Weiner and absolutely riveting &#8212; is pouring out.</p>
<p>Item: Weiner texted porn star Ginger Lee and advised her on how to deny it, advising her to tell the media she was &#8220;just a fan.&#8221; Ginger&#8217;s happy&#8230; because even though she&#8217;s not an Oscar Mayer weiner&#8230; her stock is sure to rise with all the media attention she&#8217;s getting. There&#8217;s always a silver lining&#8230; for someone. And all Ginger had to do was text a few x-rated messages with the aging but hopeful Weiner, who was absolutely determined to create a radio active paper trail Kool.</p>
<p>Item: Weiner, a very busy boy, texted Las Vegas blackjack dealer Lisa Weiss, purveyor of love and money. The ever helpful Weiner advised Lisa on how to cover their tracks&#8230; but the lady is really enjoying her 15 minutes of fame. She&#8217;s even offered to punch House Speaker John Boehner in the head&#8230; that&#8217;s something a lot of people would like to do. But gutsy, foul-mouthed Lisa might well do it&#8230; and tell.</p>
<p>And the rumor mill is now working overtime that there are the, ahem, man shots of Weiner&#8230; and they show more than whether the lithe Weiner wore boxers or briefs. Seems like we&#8217;ll soon know whether his parents were Orthodox, or not. Can&#8217;t wait&#8230;</p>
<p>Oh, yes, Weiner&#8217;s a dead duck all right&#8230;. and the Democrats are praying that they can get rid of the carcass of their once Golden Boy before anything else emerges&#8230; for clearly Weiner was so clueless that he left an avalanche of evidence, all x-rated, all steamy, all abashing, soon to be available on a computer near you.</p>
<p>One thing for sure Mormons, now featuring &#8220;every day people&#8221; in a huge national ad campaign, won&#8217;t be inviting Weiner to appear anytime soon. Too bad. That ad would have been classic, all remorse and redemption. </p>
<p>Senator Harry Reid&#8217;s &#8220;hot potato&#8221;.</p>
<p>Senator Harry Reid, Senate Majority Leader, represents the State of Nevada. That includes Las Vegas, city of high tech sins, where the old fashioned luridities and infidellities (based as they were on enraptured bodies in close proximity) are now passe&#8217;. People, especially highly placed ones like Weiner, are too busy to grunt and grind; they text fantasies instead. In short, we have reached the stage where even sex scandals are virtual.</p>
<p>Still, Senator Reid, a righteous man, is clearly distressed; hoping that Weiner will just go away, faster, so he can return America to America&#8217;s pressing business. Fat chance, as long as Weiner and his busy fingers and fascinating emails are front-page news.</p>
<p>After all, given the chance every red-blooded American will stop focusing in an instant on &#8220;important&#8221; things; a breathe of scandal, especially one as fatuous as this one, is most welcome. Reid thus throws Weiner (who was on the fast-track to be mayor of New York and dispense the amenities of the greatest city on earth) to the lions, saying &#8220;I wish there were some way that I can defend him, but I can&#8217;t.&#8221; Asked what he would do if Weiner called for advice, Reid said he&#8217;d tell him to &#8220;call someone else.&#8221; </p>
<p>Real nice. Why, I thought the Democrats were the party dedicated to helping the downtrodden and hurting. And right this minute, there is no in the nation as hurting and needy as the once majestic and always magisterial Congressman Anthony Weiner. </p>
<p>But when the subject turns to enticing and dallying with young women, even if there is absolutely no physical contact at all, every single Democrat silly enough to make him- or herself available to the news media, sounds resolutely like the Moral Majority they otherwise abominate. Such people, for all that they were the best of Democrats and the best of friends just hours before, must be disposed of at once.</p>
<p>These Democrats know Weiner is in the exact position of a chicken with its head cut off. My father told me about this when I was a boy. If a chicken is running and you chop off its head, it (not realizing it is dead) will continue to run for yards and yards before succumbing. Dead&#8230; but still functioning, up to a point. That chicken now has a name&#8230; and it is Weiner.</p>
<p>Years of concerted effort, destroyed in just minutes.</p>
<p>Anthony Weiner was a power player in New York and national politics. He worked hard to get there&#8230; he played all his cards right, even unto marrying the &#8220;right woman&#8221;, Huma Abedin, beloved of Secretary of State Hillary Rodham Clinton. He had it all&#8230; just like Arnold Schwarzenegger and John Edwards.</p>
<p>And just like Arnold and John, all wasn&#8217;t enough, not remotely. Here is where you need insight into the minds and, if you can get there, into the hearts of rich, powerful men who seem, by ordinary measures, to have everything a benevolent deity could possibly bestow. But there&#8217;s the rub&#8230;. for within that &#8220;everything&#8221; wide-grinning fate has inserted the boobytrap&#8230; planting the unquenchable craving for&#8230; more&#8230; a craving that only death effaces and which only saints,omniscient Internet commentators and Oscar Mayer weiners can avoid, especially those Oscar Mayer weiners for who can forget just how good they tasted, liberally mustarded, on hot Illinois days when there was nothing much important to do&#8230;. and plenty of time to do it.</p>
<p>That&#8217;s where Anthony Weiner will be at day&#8217;s end. I just hope he likes hot dogs.

<p>Debt inclined IMMEDIATELY after the election of the Democratic congress and Senate in 2006.  The inclines were much steeper than those of the Republicans.</p>
<p>All I&#8217;ve been hearing from Democrats on this site is that the Republican Congress were the ones holding the power.  When the facts that Democrats ran ALL Congress from 2006-2010, there is extreme dispute against it.  Remember, Democrats on this site have admitted the Congressmen &#8220;control the country&#8217;s purse strings&#8221;</p>

<p>The United States Congress is a bicameral legislature. It is the Legislative Branch, which is the law-making branch of the three branches of the federal government. Our representatives act in certain ways and the houses act in certain ways- creating legislation that, in turn, may or may not become the law of tomorrow.</p>
<p>The term &#8220;congress&#8221; just seems to comfortably sum up the two units that make it up. Many just think of the congress being a &#8220;whole&#8221; unit. Historically, the House of Representatives has been more of the &#8220;people&#8217;s&#8221; house of congress. It was the only part of the three branches of government to be elected by a direct election of the people. The Senate, which had constitutionally been elected by state legislature, is elected by direct vote today as a result of the 17th Amendment in 1913.</p>
<p>The House of Representatives is tied a little more closely to the people than the Senate. </p>
<p>Mike Thompson is a Democrat, however, in California&#8217;s 53rd district, he was not just elected by California&#8217;s traditional Democratic Value&#8217;s. In a Valley District, there is a lot of conservative thinking that runs with agribusiness. He has a full load to balance when voting. At one time he can&#8217;t cut school benefits, however, it would be the end of his career if he cut money for farm subsidies. Every two years he is up for re-election.</p>
<p>Senators, in general focus on their state and the nation in their six-year term. They help write and push bills that get them seen well in the eyes of their constituents, and, in the eyes of the nation. Senators stand on the breast of national office and are often jockeying to launch further careers into politics with the policies they write and vote for.</p>
<p>Congressmen log-roll with colleagues. </p>
<p>If a republican voted on a farm-reform bill that Thompson wrote, Thompson may vote republican against his party line to protect his ally. One does not burn bridges. If a congressman has not researched a bill, he will simply vote with his or her because allegiance to the party tops all else. Often President of the United States, lobbyists, and Political Action Committees who have funded the campaigns put pressure on which way the voting goes, as well.</p>
<p>The two houses of congress act quite differently, however, they are quite similar, as well. The House is composed of 435 members as compared to the Senate&#8217;s 100. We are currently in the 110th Congress.</p>
<p>On the surface, they look very similar, as both the House and Senate are broken down into a bunch of committees and sub-committees. Standing Committees are always in existence, such as the House Rules Committee. Special Committees handle investigations such as impeachments. Joint Committees co join the house and the senate on big projects such as global warming. Lastly, there are Conference Committees, which stand temporarily but are always in existence. These make dissimilar bills similar to be given to the President for signing.</p>
<p>Due to its size, alone, the House of Representatives must be much more structured. The most important committee in the house is The House Rules Committee. It works under the direction of the Speaker of the House, Nancy Pelosi (D) CA. She decides in which order, if at all, bills will be heard. She can schedule a bill early or &#8220;table&#8221; it so that it is never heard.</p>
<p>The house has limited debate. Pelosi can issue three types of rules for debate. One is open rule-once the bill is on the floor, any member can offer amendment. Another is closed rule-only those that sponsored the bill can amend it. Lastly is the Restrictive Rule, which is anything the Rules Committee wants it to be. In the house, all amendments must be germane to the bill.<br />
The Senate has unlimited debate and is not as partisan. The majority leader looks at legislation, it is asked, &#8220;All in favor say &#8216;aye,&#8217; all opposed say, &#8216;no,&#8217;&#8221; and the Senate either works on the bill or not based on a simple majority.</p>
<p>In the senate, the attach riders to bills. These do not have to be germane. An Agriculture bill can have an amendment about deep space exploration. Senators begin to debate in a &#8220;filibuster,&#8221; so that a bill they do not like eventually dies on the floor when it hits a &#8220;hold period.&#8221; A cloture vote of sixty senators can end this filibuster. For six years, democrats have been filibustering Bush&#8217;s nominees.</p>
<p>When we look the process, we can see why only about ten percent of bills become law. Out of 11,000 proposals, there are about 150 laws each year. A bill originates in a senator or representative&#8217;s respective chamber of congress. A bill raising taxes must originate in the house.<br />
If the house committee approves, it goes to the Speaker of the House. Right there she can table the bill, where it must wait two years for reintroduction. If introduced, it gets a number.</p>
<p>Once the bill is introduced, the appropriate committee looks at it. Say it is a trade bill. A committee on foreign affairs might look at it. Right there the bill might end if this committee disapproves.</p>
<p>It may get approved and/or amended where it is marked up and testimony is heard. Most lobbying is done to kill bills. The bill is likely more trouble than it is worth. Here the bill may die to a &#8220;no&#8221; vote.</p>
<p>Again, it goes to a full standing committee, where again it can die, be amended, or voted on. Except in times of war, such as the patriot act, a bill can take fifteen years to become law.<br />
If the bill has made it thus far, it then goes to the rules committee, where Pelosi decides what kind of debate, if any, the bill will get. If it gets none or is placed at the bottom of the list, again, it could die. Even if it goes fully through the debate, without a simple majority, which is the yes or no we see on CNN, the bill dies.</p>
<p>If it passes the house, it gets a number, HR&#8212;. The house author finds a senator to sponsor the bill. It becomes SR&#8212;-. In the senate, the bill gets all kinds of riders attached to it, and, again, it must pass by a simple majority. From here, if it does pass, it goes to a conference committee to reconcile the two bills. Again it can die for another two years.</p>
<p>From here the bill goes to the President. He can sign the bill; here it becomes law. He can veto the bill, where it takes a 2/3 supermajority of both houses of congress for the bill to become law. He can do nothing, where, after ten days, the bill becomes law. He can also do a pocket veto if he is given the bill within ten days of the end of congress&#8217;s session. Here, if he does nothing, the bill dies. Congress and Presidential approval were intended to be an elaborate filter of indirect democracy.</p>
